I. Introduction
      The High-Tech Industrial Park of Guangzhou Nansha Development Zone is located in the south of Guangzhou Nansha Economic and Technological Development Zone, with the planning area of 5 square kilometers. It focuses on the development of optical information industry and bio-pharmaceutical industry, and gives the priority to the development of service outsourcing industry. Relying on such industries as the present automobile, iron and steel, shipbuilding, heavy machinery and equipment, petrochemical and port logistics industry, it carries on the application and research of such industries as automotive electronics, nuclear technology, modern logistics industry, and cultivates such environmental technology industries as new materials industry and clean energy technology industry and so on.

Ⅱ. The Three Major Carriers
1. Nansha IT Park

       Being constructed with the cooperation of the Henry Fok Foundation, Hong Kong University of Science and Technology and the Guangzhou Municipal Government, Nansha Information Technology Park is an integral part of Guangzhou High-tech Industry Development Zone, the software base of the state’s "Torch Plan", a part of Guangzhou Software Park, and the demonstrative base of national service outsourcing bases in Guangzhou City. It is the high-tech industrial park which assembles the three planning functions of high-tech industry R & D, modern services outsourcing and the headquarters economy.
The Nansha IT Park has an area of 2.5 square kilometers, with the area of the first-stage project of 0.426 square kilometers and the floor area of about 60,000 square meters. The park is situated at the foot of the hill and beside the sea, with beautiful landscapes and quiet environment. In addition, it has modern infrastructural facilities and advanced equipments. The second-stage Project of the Park with the area of 1 square kilometers is in the course of attracting the investments. The businessmen can cooperate with the park in such ways as project co-operation, space leasing, space transfer and land transfer and other forms. 2. Nansha Service Outsourcing Park

       It is located in the south of Nansha IT Park, closely next to Fuzhou water channel, and is adjacent to the Grand Cape Mount Coastal Park. The 0.7 square kilometers development area of the park is attracting the investments. Merchants can cooperate with the park in various flexible manners such as Project Cooperation, space leasing, space transfer and land transfer and so on.
The Park starts the district-established business office building of Nansha Olympic Garden, with the floor area of 14,000 square meters, which has been decorated according to the requirements of the software enterprises office and is rented to the service outsourcing business at preferential prices. The promoter region introduces mainly the services outsourcing businesses, such as software development, data processing, call service, customer service, and financial services and so on.
3. Nansha Technological Innovation Center
       It is developed by Guangzhou Nansha Properties Co., Ltd., including the built factories, laboratories and research centers, office buildings and supporting facilities with a total construction area of 20,000 square meters, which are contributed to the development and incubation of such new technologies as photoelectric information, bio-medicine, electronics, nuclear power technology, new materials, clean energy and so on. The businessmen can cooperate with the park in such ways as cooperation projects and space leasing, and the government provides the support for the conditions of incubating projects.

III. Two major platforms
1. Guangzhou Chinese Academy of Sciences Industrial Technology Research Institute

       With an independent legal personality, directly under Guangzhou Municipal People's Government, Guangzhou Chinese Academy of Sciences Industrial Technology Research Institute is a non-profit applied research organization, established by the Guangzhou Municipal People's Government and the Chinese Academy of Sciences.
       Being market oriented, Guangzhou Chinese Academy of Sciences Industrial Technology Research Institute, taking applicable, critical, systemic generality in the field of industrial technology and the research and development of core technologies as well as the corresponding education and technical services as its central tasks, creates the intellectual property and knowledge assets, and strengthens the application and the transfer of knowledge assets in order to assist to build the enterprises and brand with international competitiveness.
       With total area of 105,701 square meters and overall construction area of 135,000 square meters, the overall construction area of the first-stage construction and planning is 36,000 square meters in this park. It includes integrated office building, standard research and developing building, international academic exchanges and technical exhibition center. At present, six research institutions have been established, such as equipment manufacturing technology, laser and optical, embedded systems design, logistics and process automation, and so on.
2. Hong Kong University of Science and Technology (HKUST) Fok Ying-Tung Academy

       The project is established by the cooperation of Henry Fok Foundation, Fok Ying Tung Foundation, Fok Ying Tung Mingyuan Developing co. Lmt. as well as Hong Kong University of Science and Technology, with the first-stage investment of 70,000,000 Hong Kong dollars. Eight research institutions have been completed such as the Wireless Communication Integrated Circuit Design Center, Digital Life Research Center, Engineering Materials and its Reliability Research Center, the Advanced Composite Materials Technology Research Center (ACMT). It will provide the Pearl River Delta with high quality employment training and internship opportunities, and accelerate the development of Nansha productive forces and the promotion of the technological innovation.

VI. Key Area of the Development of Service Outsourcing Industry
>IT Outsourcing(ITO)：
1）Operating System Services: Banking, insurance, legal, the processing and integration of charge data
2）Basic technology services: R & D and design of industrial technology, software development and application, the platform integration of basic technology or basic management.
>Business Process Outsourcing (BPO)：
1）Management services inside the enterprises: Human resources, wages and benefits, finance, accounting, etc;
2）Enterprise business services: technical R & D and services, after-sales service;
3）Supply chain management services: procurement, transport and storage design.
>Knowledge Process Outsourcing KPO：
Research integration and management of data

V. Policy Support
1. According to the forthcoming Opinions on Promotion the Development of Service Outsourcing in Guangzhou, every year Guangzhou put at least 2 billion Yuan to promote the development of service outsourcing;
2. Nansha arranges special funds of 25,000,000 Yuan each year to give support to the service outsourcing enterprises stationed in Nansha.
3. The rent concessions are given to the enterprises stationed in the park.
4. The financial support is given to the staff training.
5. The companies passed the system certifications such as CMMI / CMM, PCMM and ISO will be awarded;
6. Financial support is given to the companies with the priority to become listed ones and the enterprises and individuals who complete the technical transformation and those with industry leading projects as well as those who innovates the public platform construction.

VI. Human Resources
       Nansha relies on Guangzhou, the center of the culture and science and technology in South China, which possesses 39 Institutions of Higher Learning, 200 Vocational Technical Schools and more than 400 Scientific Research Institutions. The Guangzhou University City is situated in the northward of Nansha with more than 10 kilometers. At present, ten universities have stationed in the park, including Sun Yat-sen University, South China University of Technology, South China Normal University, and other well-known colleges and universities, with 40,000 university graduates each year, which can supply the human resources sufficiently for the development of Nansha.

VII. Living Environment
>The Park is located in the south-eastern of the ecological Nansha Coastal New City, adjacent to the Fuzhou water channel, surrounded by the Grand Cape Mount Coastal Park, Yacht Club, Nansha Puzhou Garden, Grand Cape Mount Fort scenic spot, Water Village Street, with beautiful landscapes and quiet environment.
>Business and Travel facilities are close at hand, for example, Nansha Grand Hotel, Hong Kong Chinese General Chamber of Commerce building, Guangzhou Nansha Pearl River Delta World Trade Center, Nansha IT Park Hotel, Praying Grand Hotel, Fuzhou Restaurant City, German Beer Hall, and so on.
>Twelve scheduled ships per day between Hong Kong and Nansha in the new Nansha Passenger Terminal, with voyage of 1 hour 10 minutes.
>A series of high-quality brand communities have been completed such as Coastal Garden, Nansha Country Garden, Nansha Olympic Garden and etc.
>A number of public facilities come on stream such as Toyota commercial living quarter, Huangge Qilin resettlement area, Hirotaka resettlement area, Community Service Center, Nansha Central Primary School and etc.
